Yep. Bundles don’t have metadata entries for minimum OS, and I suspect the MAS code fills in “missing”metadata with that old minimum version string. I argue it should report the newest minimum version of all the apps in the bundle. But that’s up to Apple to fix (Radar 47520238).

Siri Shortcut Suggestions are pretty rough. Most apps seem to be recording everything to the best of their ability, but Siri Suggestions purges or just doesn’t record them. It’s obvious as to why Apple is doing this — to passively combine voice & UI — but it’s just frustrating.

What's weird is it looks like the iOS icon system has been ported to macOS. The Mac app icon is indeed still in the bundle, but IIRC the actual iOS icon should be a square which means macOS knows how to round the edges.
